Teams manipulate and push cap hits down the line all the time. Higgins as a rental on the tag would be fine next year, if they want to push all their chips in and go for it.
This year was always going to be tough after resigning both LBs and letting the safeties walk. Essentially Pratt took they money for Bell. Bates was always going to be gone, he priced himself out of this team.

If you can get a big possession WR, in the mold of Tee you probably let Higgins walk. Need DL depth. Are Boyd and Mixon for sure gone? Mixon was great this year and he seems to know that RBs aren't getting paid in the open market, would he take another team friendly deal? Same with Boyd, he's an aging #3 who's producing less and less each year, is there a big market for a guy like that?
They'll be drafting somewhere in the mid teens, seen a lot of people say go get Brock Bowers, but he likely won't be there and even if he is, pass catching TEs in the mold of Kelce are going to get more expensive as time goes on, so can't see that being a realistic pick for them. If they can't get a WR in FA and don't sign Tee, maybe go WR depending on who's there. Otherwise I think they go OL/DL in R1 again.
