I'm curious to see if teams might fiddle around with their CB number to move up to D2. This is one of the unique situations where a higher division may be easier than a lower division. With 64 teams in D2 and depending on which powerhouse teams are in D3, it would make sense to move up to D2. Maybe the coach will keep a couple of weaker players from outside the district on teams near the cutoff for D2/D3 to help bump up the CB number.
Another way to think about it, D2 will have 64 teams. D3 will have approximately 130 teams. Will the top 64 teams in D3 be better than the 64 teams in D2? It's possible most years. Win two games in D2 and you are a district champ. D3 teams will have to win three games to say the same.
IMO, having 64 teams in D2 in all the sports that are newly affected was a bad decision.
