That would be accurate. The bottom two D1 enrollments dropped to D2.
From a competitive standpoint (regional/F4), I don't get why St. Charles or Elder moved up. Both those teams would have been well-positioned for an F4 run in D2 (St. Charles more than Elder). In terms of an overall favorite in D2, they would have been in play along with Toledo St. John's, and the NE Ohio trio of Hudson, Walsh, and Hoover. D1 in the SW and Central is much more congested than in D2.
St. Ignatius is the obvious elephant in the room in boys D1, but teams outside of northern Ohio wouldn't have to deal with them until the F4 or state final.
