The new laws they had to put in place after the fact, so that they could say he did something illegal. Other than those laws no one could even begin to try to prosecute. Every federal agency that it was run past declined multiple times...but you know, change a few state laws in a communist state and what do you know...Trump retroactively broke the law and it is plain to see.
