What I don't understand is why they created 7 divisions based on school size to promote fairness, but they ignore the competitive advantage parochial schools. And over the years, they've created more divisions to prevent larger schools from having competitive advantage over smaller schools. What's the competitive advantage? Geographic freedom that requires the "advantaged" party to pay $16,000 per year in tuition in addition to paying property taxes for public schools they don't use?
