Fortunately that was never part of the final rule on competitive balance. I personally don't care where you place a team based on given criteria, the best coaches will figure out how to compete from that spot.
But when you think of program building, to have an arbitrary penalty for success is just, pardon the crudeness here, stupid. I can imagine if such rules were in place little brother may not want to follow in successful big brothers footsteps. Parents would have to predict the importants to them of placing their kid in the best position to be successful. We should seek to be the best we can for our potential, play by the rules, and not be penalized for excelling.
