I know I'm a few weeks late on this but from my understanding the teams are selected based off of their district results from the previous season (in this case 2024 Duals determined by 2023 district results). The link below should take you to a page with another link that opens an excel product showing the 10 teams in each district that have already qualified...but I believe the teams have to accept (not sure how this process works). Tabs at the bottom of that excel to look at different divisions and districts.
