Clarification on 2018 BSO CB Numbers please

Need a little help here.. lets say Public School A has a BSO CB number of 8 and Public School B, has a BSO CB number of 1. Can you tell me how those numbers are derived.
Part 2, would the answer to question one be the same if the school's in question were private/parochial schools?

Best I can tell, it depends on the student and a parent's residence and district. And yes, there is a difference in the answer to your question if the school is non-public.
