Hard to judge WR's pre-1978 to post-1978. Pre 1978, it was a different game for WR's. They didn't have the freedom to get open that they enjoy today.

Pre-1978 rules: Charley Taylor or Paul Warfield

Post-1978 rules: Jerry Rice
 
There's no doubt that it's Jerry Rice. Talent wise, it's arguable that it's Randy Moss. This is just as hard of a topic to nail as quarterbacks. Steve Largent was one of the greatest. So was Cris Carter and Michael Irvin. There are so many great receivers throughout the history of the game, it's tough to put a ranked list together.
