How much of a bump do you feel the track is giving?
I think it's more the shoes/wind direction combo. Wind measurements, while important, don't tell the whole story. A lot has to do of the direction of the prevailing wind. Wayne's 200m finish would be into the wind on a normal west-to-east wind, but I don't know which direction it was that evening, or which direction they configured the 200m for. At their invite, they ran the 100m and short hurdles from west-to-east to take advantage of the prevailing winds.

Also, both Key'Shawn and Jamier are very competitive teammates, so I'm sure they pushed each other. I'm most interested in seeing if they can repeat those times or do better in bigger races the rest of the season.

Just my 2 cents.

Another thing I just remembered is that when Key'Shawn ran 21.11 at the Wayne Invite, that race was run East-to-West, with a registered wind of 0.0 mps. However, I could feel light breezes up in the stadium during that race, so I wouldn't be surprised if they felt slight headwinds at points of that race. Wind readings are only AVERAGES of the prevailing winds, not an accurate profile of wind effects along the entire straightaway.

So, I'm not all that surprised at 20.7s with a little wind to their backs.
 
Here's some updated information on the boys' 200m at the Greater Western Ohio Conference that is of SIGNIFICANT NOTE.

With this race, both the Ohio Sophomore & Junior class records were taken down, both belonging to Dunbar's Chris Nelloms.

Key'Shawn Garrett's 20.74 takes down the former 20.90 junior class record by Nelloms set at the 1989 State meet.
Jamier Averette-Brown's 20.79 takes down the former 21.04 sophomore class record by Nelloms set at the 1988 State meet.

Only one left on the books in the 200m is Nelloms' senior class record of 20.47 (+1.9 mps wind) set at the 1990 State meet, a race that I saw in person back in the day.
