PIAA charges a membership fee that covers catastrophic coverage. It's 500 a year on average covers the entire school year all sports.

Then ticket prices are only $5 for playoff games instead of $9. Also Ohio makes next to nothing from TV coverage.

So the first 100 fans to your first football game of the season covers your catastrophic coverage. But yes let's pretend Ohio is doing what no one else can.
 
My son and I were in Iowa for the ISU/Texas game when they were holding their semifinals at Northern Iowa. They bring all teams to one location for 3 days for the final four. They also only charge you $10 for the day, all games.
