David Carr in transfer portal

 
Aren't 'free' transfers out now. Don't they have penalties if they enter the portal this late?
 
This just came out this morning, FLO is going to have to have a, 'redo.'

The Cyclones finished last season with 3 All-Americans and in 17th place at NCAAs. Pretty good for most D1 teams, but not quite up to Iowa State standards. While the Cyclones lose leaders Ian Parker and Jarrett Degen, all three AAs return. Add on the fact that one of the nation’s top recruits in the country will be in the lineup and the Cyclones are looking at a potential top-ten finish come March.

This has been rumored all offseason-like a week after the season ended there were talks about Carr transferring. If he is wrestling 157 I can't imagine Penn State doesn't take a huge swing. If Carr wants to go 165, there aren't a ton of big name schools with an opening there. Arizona State and NC State would be two attractive locations

Would be a pretty formidable closing five.
Got to think Facundo wouldn’t be a happy camper in Happy Valley if that’s the lineup. Either Carr goes 157 or Facundo transfers imo

In Sept. of 2017 Carr released his top five schools to visit which were Cornell, Oklahoma State, Ohio State, Iowa State, and Nebraska.
In Oct. of 2017 Carr verballed to ISU.
