Rules question

During the Reds opening series with the Washington Nationals I noticed that the Nationals 3rd base coach was consistently out of the coaches box. In fact whenever there was a runner on second base he was practically 3/4rths the way down the 3rd base line during every pitch. He wasn't just standing there either he was yelling instructions to the runners. I would think this would be a distraction to the pitcher. Does anyone know when is it realistic to see the rules enforced when a 3rd base coach is so far out of the 3rd base coaching box which is clearly marked in foul territory next to third base.

To be honest I didn't watch the Red's 3rd base coach so I'm not sure if he was doing it to since the two games I saw the Red's rarely had a runner on second base.

The coach's boxes in baseball is mainly decoration today, many coaches don't stay in them. They are required to wear helmets now so they have head protection, but many of them are focused on 2nd base, so a line drive at them would probably peg them. The odds of that happening is so remote that no one really says anything. I'm sure if the coach directed comments directly to the pitcher, the umpire could step in, but there is no rule against the coach calling out who's covering the 2nd base bag.
Generally the coach stands down the line towards the plate because on a single, it marks the place the runner can go to, before deciding to try to score on a single or not. Theoretically, if the coach had to stand in the coaches box, the runner, while rounding 3rd, would have a hard time seeing the 3rd base coach and running full speed.

Rule 32.A.6 pretty clearly states that a base coach is not required to stay in the coaches box, but rather must make an effort to get back to the box should his presence interfere in the act of a defensive player fielding a ball.

Only time I've ever seen it enforced was when a runner ran into the third base coach while rounding third base, and he was called out.
