You're thinking of the Pro Game

Goal Posts moved from goal line to end line...

College Ball
1. moved to end line = 1927

Pro Ball
1. moved to end line = 1927
2. move back to goal line = 1933
3. moved to end line = 1974

High School
1. moved to end line = 1927

I don't know about worst call ever (there's been a lot of them at the high school level), however the greatest single play that I've ever seen came in the Solon-Glenville playoff game of the 1999-2000 year.

Solon won the game in OT or double-OT, however the play of the game was made by a Glenville player (I think perhaps Dareus Hiley, although there were a lot of great players on that team including Donte Whitner and Pierre Woods) when the Solon running back was running untouched down the left sideline toward the endzone for what would have been about a 60-65 touchdown when the Glenville player chased him down from out of nowhere (and at a bad angle basically out of nowhere) to strip the ball out and force a turnover about 20 yards downfield. If Glenville had won the game, it'd have been by far the biggest play of the game. That Glenville team had terrible discipline (worse than they do today by a wide margin) but they also may have been the most physically-gifted high school team that I've ever seen (and that is saying something). I still remember that play, very reminiscent of the Maurice Clarrett strip of Sean Taylor in the 2002 National Championship Game between Ohio State and Miami (FL). It ranks right up there in my mind with the time that I saw Lebron James tomahawk jam it at an AAU tournament back when he was a freshman in high school in terms of raw athleticism. Those kind of plays stick with you in any sport.

Troy/Piqua game in 1993. Troy led 15-9 and Piqua had the ball on their own 35 with 1:40 left in game. Indians moved the ball to the Troy 1 yard line and with 1 second on clock Troy stopped Piqua on a running play and the clock went to 0:00. Trojans thought they had a W, but there was a penalty flag on Troy for defensive holding. All of the Troy team was celebrating at mid field. Piqua got to run another play from the 1/2 yard line and punched it over. Piqua tied the game and won with an extra point. 16-15. A terrible call that I will always remember. That was the only loss for Troy in 1993. Went 9-1 and no playoffs that season.

I remember that game. Thought it was a great call.

You do have to play until the whistle. Absolutely. The refs blew the call still. Kids knee was down prior to the fumble.
