If California is setting quotas, why don't they do the same with the legislature - certain number of women, blacks, Hispanics, Asians, gays, conservative, etc. lawmakers based on the census of the people. I'm sure that the under-represented people of California would like to have some say in how the state is run. Maybe a legislative oversight Board that consists of average Californians to tell lawmakers what can and cannot be sent to the governor for approval.

Or how about a quota that would really make a difference: equal number of conservatives in the newsrooms and on the editorial boards of every newspaper and news organization.
