Why do you see it as a punishment? In reality it is a formula for placement. Most sports at all levels use past information to base future actions.

Yes they do use past numbers but it has not been X5. You have kids graduate or move or transfer back to their home district, arbitraribly say a total of five kids, that's 25 added to the CB number. A team surely will replace the players, but suppose 2-3 are in the chosen enrollment district. That number could make a difference in the school's division placement.

With the new transfer rule I doubt you will see many one year added players.

Closed district schools, in this case will ALWAYS meet the criteria as one of the EXCEPTIONS!!! This rule is for CPS and Catholic leagues!! Let me give you an example..... A student-athlete that attends a failing school can transfer to a closed district ( parents move for educational reasons) and the transfer plays without sitting out. HELLO folks Deer Park is an excellent educational environment.....the senior award ceremony and graduation was phenomenal, student-athletes continuing their education, so many received ACADEMIC SCHOLARSHIPS!!!

I’m torn on this issue. I definitely understand the reasoning behind it but them things like this happens:
Kid transfers his senior year, no college interest whatsoever, plays a challenging schedule, improves his skills and gets d2 scholarship.
So that young man should be punished? Under the current rules this young man wouldnt transfer which equals no college.

I realize of course there are situations that dictate such a rule but lets not forget there may be some actual good solid reasons for the transfer even outside the scope of one of the exceptions.
