Changes to Competitive Balance for 2018

Quote:
The board reviewed and approved the divisional breakdowns and tournament representations for the 2018 fall sports that are affected by competitive balance, which include football, volleyball, girls soccer and boys soccer. The lists of schools in each division will be posted at OHSAA.org on Monday, Jan. 22, with a press release. In addition, the board also approved a modification to the business rules for competitive balance to remove the previous regulation that allowed a school to move up only one division due to competitive balance.
January 22nd, we will find out the new divisions for the 2018 season based on adjustments to the competitive balance. This should be interesting to see if any schools have significant changes and which schools benefit.

The biggest change is that now schools will be able to move up more than one division. I believe this would have affected one school last year. A couple more were close to moving up two divisions.

This should move Toledo Central Catholic up to D2 and be replaced by Dayton Carroll.

I thought the divisions were set for two years and this was first year? Does this mean Perry could bump back down to D2 ?

That was the case before Competitive Balance went into effect. Now they reset every year because rosters change every year.

I believe only the competitive balance multipliers are changed every year, and the enrollment counts are still every other. I wouldn't expect much change, only the schools smack dab on the border have a chance of moving.

What metrics are they using to determine if competitive balance is working or needs adjusting?

How is this even possible until there are actual rosters?

Last season's rosters (Fall 2017) are used to determine the CB adjustments for 2018.

Could have implications in the EOAC, Kingpin. EP was right next to the D5 cutoff, United was 8 away last season, both were D5 base.

Could Coldwater end up back in D5? To me it seems very plausible.

Anyone have the data from last year on competitive balance on who the bubble teams were? Because I think Hoban or St.v and TCC were two schools that could move up two divisions if I remember correctly

I'm not sure about Hoban, but I thought its enrollment combined with CB would only have it move up the one division it did. I know it was not St. V. Without competitive balance, they looked to have likely moved down to D4 last year. CB kept them at D3. TCC would have moved up to D2 last year but for the rule that a school can only move up one division per year.

As stated, TCC will move up as they were nearly 70 points higher than the cutoff. Without them SVSM would be the 10th highest number in D3 and would need seven more +2 on their roster to move them out to D2, possible, but not likely. Hoban is smack in the middle of D2, most likely not moving anywhere. And yes, I saved the data from last year.

Well if that is the case, you could create some "unbalanced" divisions.

The divisions are up. Some key things I saw were Coldwater is in D6. Toledo CC moved up to D2, which could make things interesting. D1 looks to be unchanged except for Mass. Perry dropping down to D2. Im sure I missed some important ones but those were the ones that caught my eye on first glance.

I love the Tigers, but since it's gonna get said anyway...

McKinley - 4
Jackson - 2
GlenOak - 0
Perry - 6
Hoover - 5
Lake - 2
Green - 3

Massillon - 50

Massillon now has the highest CB number in Stark County, passing Central Catholic (38). They have more than double the combined CB numbers of the entire Federal League. There are only a couple publics you can find that are comparable -- mostly big city schools where moving is more common, or schools that consolidated or are new. A couple publics are similar or slightly higher per capita (West Branch and Steubenville pop out), but there are basically none that have raw numbers higher than in Tigertown except for the urban schools.
