I can't say that I am a huge fan of advancing on place only when the heats aren't balanced. Even the hybrid of Top # and next ## fastest finishers has inherent inequities when the number of athletes from a school exceeds the number of heats - primarily an issue in small meets where 3 entrants are allowed per school. This is also an issue when the "team split" option isn't employed in larger meets.

The argument that advancing on time only requires athletes to run hard in qualifying rounds only brings to mind one response - too bad. Distance runners have to make choices every meet. Practically speaking if races are expected to be competitive they can't run the 4x8, 16, 8, & 32 and perform optimally. Why should we worry about the fact that sprinters might have to make similar choices?

Our athletes are not professional athletes. They are students first. Districts/Regionals occur at the end of the school year when there are many demands are their time, finals, awards programs, concerts, etc. When we went to advancing based only on time at Districts, it eliminated a entire round of qualifying heats in the 100, 200, and 100/110 hurdes. This meant we could keep students in class longer and get them home sooner which is important in their academic success and their health. I would vote for that change every time and twice on Sunday.

If winning a heat or section doesn't qualify you through to the next round, then just run timed finals. In essence, you are saying that competing against others does not matter and you need to run to a clock. That's fine, if that's what people think. Don't waste time with multiple rounds then. There is no point.
