How was that not a completed pass? One toe down BEFORE the heel hit out of bounds.
I don't know the HS rule but in NFL if heal hits out of bounds after toe is in it is incomplete. Happened in Bengals game earlier this year and it was a surprise to me that the rule was written that way.
 
Fun game to watch until that screw up by the refs. At this point in the game that was a bigger play then a first half TO. It needed to be reviewed as they had a clear shot to call that a catch and overturn the mistake by the ref on the field. If you're going to have video replay USE IT consistently or don't use it at all.

I thought it was heel before toe that made it an incomplete?
