Could it be that he wasn't firm on vowing to threaten to shut down the state because he WON'T? Things were getting VERY ugly for that period of time things were shut down. Maybe he sees that as less than a viable option. So he's trying to stem the tide of the disease with personal mitigation as much as possible. Just a thought.

If all it takes to get back to “normal” is wearing a mask, then he should say that. However, it doesn’t seem like that alone is enough. It also doesn’t help that for 2 weeks in June Corona wasn’t even discussed. And now bc the racial tensions died down a bit, it’s back to be a pressing issue. So he is treating us all like adults. Give the information, explain what the right things to do are, and expect everyone to do them.

Some on here have it right - he wants to say "I told you but you did not listen" before the harsher restrictions are set forth. Not just that, we don’t like being told to do something while another group of people can break those rules (and many other) with impunity. These measures feel like they’re more a product of media hype than science and legislation. We have reason to be suspicious. You can’t stay silent during the riots & protests, then try to preach SD & masks when they die down.
