I don’t believe it has anything to do with officials. When a district is short tournament official, they just pull them from another district/use officials who otherwise wouldn’t be eligible.
east had 11 teams, which would normally be enough to merit one regional bid based on the ratio (teams in the geography divided by overall teams multiplied by 16). However, it must have been determined that they couldn't figure out which geography to take a regional bid from based on ratio, so the east got split out.
