Undraining the swamp on the way out the door...

 
Grifters still need jobs. Without K Street opportunities with right-leaning lobby groups many that hung on in this administration until the end days would be up a creek without a paddle in their careers.

Same with pardoning and commuting many wealthy and well-connected people before exiting office. There was no real swamp drainage the last four years, and this administration was just as if not more corrupt and grifting than all of the predecessors they frequently complained about.

The reality is that this ban was completely self-serving for Trump. Ban them from lobbying to keep them in the administration but turn them loose when they're no longer needed by him. He also doesn't want former staffers and appointees in need of cash as that leads to tell all book deals to cash in.
